The faction responsible for arbitrating disputes with between the other seven factions. The Law Givers of New Horizon.

Avalon represents the central government, which presides over other governments, the other governments are all part of the working process of Avalon.

Titania Mosphin

Once the youngest Septumvir in New Horizon, Titania Mosphin quickly became histories youngest Grand Arbiter, and the only one to ever serve two consecutive terms in office. Titania is a woman of unrivaled political and business savvy, one who cannot be taken lightly by anyone.

As a person, Titania is a very kind and playful person who wants nothing more from the world than the chance to make the world into a better place, where others won't have to struggle as hard as she was forced to in order to make any headwind in the world. Her charming smile, and soft - but firm – voice were key factors in her rise to power when coupled with her exceptional potential. It's widely believed that the Arbiter may be killing herself, physically or psychologically, with the grueling self imposed workload and the work ethic behind it.

Wafans and Humans of Avalon

Hubart Savant

Hubart is brilliant by any standards one might care to place against him. He's dabbled in all areas of science, but excels in Wafan design as well as weapons and armor engineering, and has often been likened to a Blacksmith. In his youth, he was little more than a stuck up aristocrat of Avalon, but when he was foolish enough to run away from home against his Creators wishes to join the army fighting in the Core Stealer war, he was forced to grow up much earlier than he ordinarily would have needed to.

Now that he's a war veteran, older and more seasoned, Hubart is a wise leader, and lends his technical and military insight to Arbiter Titania, even though he holds no formal office. Much to his chagrin, he finds his own daughter, Dyani, rebelling against him, much as he did his own father. But despite all this, his disposition is so down to earth, most people find him unnerving at times.

As a fighter, Hubart is just about top notch, but no match for Selaya with ner new powers, and certainly no match for an entire army. In battle, Hubart is a fearsome foe who can create virtual reality constructs in real space to hinder his foes, and provide himself with a decisive tactical advantage.

Dolly

Dolly, though formally trained by New Chania, had her extensive medical and engineering tuition sponsored by The Council of Avalon, and is a member of their famous Nurses Engineering Corps, specialists in human and Wafan medicine/engineering often sent on missions of mercy all around the Globe, earning them the nickname Horizons Angels.

Dolly is a specialist in Wafan DNA souls, and is well known for her ability to bring Wafan back even after they should have passed so far across the line of recovery there shouldn't be anything left to save. Despite her professional acumen, Dolly is well known as a bit of a flake as far as social interactions. She is also being stalked by a small Ferret like Cyber Elf named Espoir, which is perfectly content to let others see it, but hovers just out of her site and vanishes whenever anyone else points it out to her. This has led her to believe her co-workers have a conspiracy to drive her insane.

Norman

A Wafan that's easy to pass off as 'some stupid fat guy.' Chubby red cheeks, and big nose and little piggy eyes make him look harmless, but belly his cunning intelligence. While Norman is perhaps the single most depressing Wafan to ever live, and often communicates poorly, he is in fact the nerve center of the Council of Avalons small military forces.
